Hi, Friends Welcome to MasterjiTips From October 2020, the Road Transport Ministry has made it mandatory for every motorcycle manufactured to have a permanent Handgrips and Saree Guard on the side or behind the driver’s seat, a footrest as well as a protective device covering not less than half of the rear wheel. This has been taken to make the riding more comfortable and safe for the pillion riders and reduce accident risks. Also, it will help prevent entanglement of clothes like saree in the wheel.
Mandatory Handgrips and Saree Guard for Motorcycles
Although Section 123 of the Central Motor Vehicles Rules, 1989 stipulates that “No motor cycle 3 which has provision for pillion rider shall be constructed without provision for a permanent Handgrips and Saree Guard on the side or behind the driver’s seat and a footrest and a protective device covering not less than half of the rear wheel so as to prevent the clothes of the person sitting on the pillion from being entangled in the wheel”, it is often flouted by the manufacturers.
Even after the Supreme Court upheld an order in 2018 of the Madhya Pradesh high court which banned registration of vehicles without such accessories, it has not yet been enforced.
The two-wheelers that are manufactured in or come to India as Completely Knocked Down (CKD) already come with a saree guard and can more easily implement Handgrips and Saree Guards. The motorcycles that arrive in India as Completely Built Up (CBU) or fall under the Free Trade Agreements (FTA) do not have hand grip or a saree guard. This could pose a major problem for two wheeler manufacturers as the design and manufacture needs to be completely revamped in order to incorporate the new changes.
The Road Transport ministry has also recommended the exact size of containers allowed on a two-wheeler in order to prevent overloading the vehicle and maintain balance. As per the proposal, the containers should be less than 550 mm in length, 510 mm in width and 500 mm in height. The weight of the container which includes the mounting and the container load should not exceed 30 kgs and if such a container is fitted on or behind the pillion rider space, then no pillion rider will be allowed. This rule will be significant for the food delivery companies and their 2-wheeler delivery agents.
It also recommends that all agriculture tractors and construction equipment vehicles should get a safety cabin for drivers along with windscreen and windows.
